Adds an independent 600-second direct-lane heartbeat watchdog, heartbeat-coupled short claims, exact-run atomic liveness fencing, and a reclaim comment without consuming failure budget. Evidence: 573 direct-lane tests passed with 2 environment skips; 18 capability tests and 35 supervisor tests passed; Hermes runtime safety regression and kustomize render passed.
