Even with no other option for the mana useage, passing here was better as now if the current iteration of the planswalker is removed, there is no backup in hand ready to go.

Issue-specific proof: evaluator/policy coverage now suppresses duplicate legendary/planeswalker casts when an existing copy is already on the battlefield, preserving the backup copy instead of selecting a legend-rule mistake. Closing.
