jenkins d631500019 feat(ariadne): allowlist reclaim_workspace_storage

Maps workspace_storage_exhausted to the reclaim action, so a build that failed
on a full workspace volume is remediated rather than escalated.

Scope

This repo contains cluster configuration consumed by Flux:

Apply model

I use Git + Flux as the source of truth and avoid manual in-cluster edits for durable changes.
