Visual-only first slice: adds a compact private conversation instrument for listening, transcribing, thinking, speaking, idle, reduced-motion, and finite error feedback. Existing microphone capture, transcription, TTS requests, model routing, and toggle semantics are unchanged. Validation: 34 focused tests passed; services/hermes rendered; the full suite matched origin/main four known unrelated failures and added four passing tests. Expected textual conflict: later microphone-mute and reply-language work also edits dockerfiles/hermes-webui-atlas-voice.js; this PR intentionally includes neither behavior.
